A decline is information. Banks decline for a handful of reasons, each of which points to a specific next step. Ask for the reason, then act on it rather than shopping the same file to twenty lenders.
Ask the banker directly. Some regulations entitle you to a statement of reasons for certain declines; even where they do not, most bankers will tell you. Common answers and what they mean:

Ask the banker what would change the answer, and by when. Often it is six clean months of statements, a smaller ask, a deposit relationship, or a specific document. Set the date, do the work, and reapply with the same banker.
